Water and Wastewater Servicing of Industrial Lands East of the Welland Canal

Municipal Class Environment Assessment

The Study

Niagara Region has initiated a Municipal Class Environmental Assessment to identify a preferred alternative for the long-term security of water and wastewater servicing for the City of Port Colborne, including a large area of undeveloped Industrial properties east of the Welland Canal between Concession Road 2 and Concession Road 3.

Background

The 2011 Niagara Region Water and Wastewater Master Servicing Plan Update identified specific service security and sustainability issues within the water and wastewater systems in the City of Port Colborne. These include supply security concerns with a single watermain crossing the Canal to service the City's east side, and insufficient treated water storage for the City's long term needs. It is also noted that wastewater servicing for the City's east side is reliant on a single sewage forcemain crossing the Canal to convey sewage to the wastewater treatment plant.

Alternative solutions for improving water and wastewater servicing security for the City's east side, and providing additional treated water storage within the system will be reviewed and evaluated as part of the Class EA process. Key criteria in the evaluations will be the ability to provide both short-term and long-term water and wastewater servicing solutions for the subject Industrial properties.

The Process

The project is being planned as a Schedule 'B' undertaking, in accordance with the Municipal Engineers Association Class Environmental Assessment document (2007). The Class EA process includes public and review agency consultation, evaluation of the alternatives, assessment of the impacts of the preferred alternative and identification of measures to mitigate any adverse impacts.

A Public Information Centre is being planned for January 2012 and will present the preliminary findings of this study. Attendees will have the opportunity to review and discuss the project directly with the Project Team. The location and date of the Public Information Centre will be announced at a later date by means of a similar newspaper advertisement.

Information and comments regarding this project are being collected to assist the project team in meeting the requirements of the Environmental Assessment Act. With the exception of personal information, all comments will become part of the public record.
