The Study
Niagara Region (the Region) has initiated a Municipal Class Environmental Assessment (Class EA) to address reconstruction and intersection improvements on Regional Road 48 (Niagara Street) from Vine Street to Regional Road 83 (Carlton Street), in the City of St. Catharines.
The study will identify and evaluate a variety of intersection improvement alternatives to help improve traffic flow along Regional Road 48 (Niagara Street), potentially including a combination of the following:
- Addition/modification of auxiliary lanes;
- Traffic control upgrades;
- Roadway realignments;
- Elimination/improvements of side street intersections; and
- Property acquisition
In addition to potential intersection improvements, the study will identify and address other engineering aspects of the study area including complete road reconstruction including the road base, road surface, curb and gutters, improved roadway geometrics, cross roads, drainage, lighting, utilities, and municipal service improvements.
The Process
The study is being conducted in compliance with Schedule C of the Municipal Engineers Association Municipal Class Environmental Assessment (October 2000, as amended in 2007), which is approved under the Ontario Environmental Assessment Act. The Class EA process includes public and regulatory agency consultation, evaluation of a range of alternative solutions, assessment of the impacts of the proposed improvements, and identification of measures to mitigate and adverse impacts.
Public Information Centre (PIC)
A PIC is a key component of the Class EA process and provides an opportunity for the public to review the alternative solutions, offer comment and discuss concerns and issues with representatives from the Project Team. Comments received from the public will be considered in the preparation of the Environmental Study Report. With the exception of personal information, all comments will be part of the public record.
The first scheduled Public Information Centre for this study will be held on:
Date:Monday, January 30, 2012
Time:6 - 8 pm
Location:St. Alfred Catholic School-Gymnasium
