WaterSmart Niagara was developed through an extensive public consultation process. The program's strategy, the Niagara Water Strategy (NWS) was created as a four-phase process involving elected officials, senior staff, technical staff and the public from the many municipalities and agencies in the watershed. It involved specialists from various disciplines including land use planning, terrestrial ecology, aquatic biology, agriculture, GIS and mapping, groundwater/hydrogeology, water quality, economics and public consultation.

The four phases of the process were:

  • Collect information
  • Characterize the area and issues
  • Develop an integrated management plan
  • Implement the plan
