Through the guidance of the Human Resources Committee and Council, the Department is dedicated to the development of strategic human capital initiatives, programs, services and expertise for 2,900 employees, and enhancing cost effectiveness and efficiencies for our common taxpayers through shared service initiatives with nine area municipalities and three Boards/Agencies.

The Department sets the standard for excellence in human resource services through business partner relationships in the areas of:

• employment and staffing services
• organization development
• benefits and pension administration
• employee relations and collective agreement negotiations
• employee information technology
• process improvement and best practices research
• corporate education and staff development
• salary classification and performance management

Our Corporate culture is further enriched through Human Resources Department assistance and guidance provided to the following Corporate committees and programs:

• Corporate Employee Recognition Team (CERT)
• Employee and Family Assistance Program (EFAP)
• Quality of Work Life (QWL)
• United Way
• Wellness Committee

The Department has also developed community strategic partnerships to cultivate future work force strategies between the private and public sectors of Niagara and to achieve a sustainable labour supply-demand balance in Niagara.
