Requests to Speak to Council or Committee

Addressing Regional Council

If you wish to appear as a delegation before Council or make a presentation to Council, please use this form to submit a request to the Regional Clerk. The form must be submitted prior to noon on the Friday preceding the Council meeting.

Presenters need only to provide the topic of which they want to speak (not a copy of their entire speech/presentation).

Clerk’s Office staff will contact you to confirm the date and time of your appointment. If you have handouts or information for Council, please provide 40 copies and we will distribute these prior to the meeting.

Because of the volume of business to be completed at Council, there is strict adherence to the ten minute limit for presentations. However, questions and answers are permitted.

We encourage presenters where ever possible to make their presentations at a Standing Committee meeting rather than a Council meeting.

Addressing a Standing Committee as a Delegation

If you wish to appear as a delegation (addressing a matter that is to be considered at the meeting you are attending) before a Standing Committee, you must put your name on the list when you arrive at the meeting, by either advising the Legislative Assistant to the Standing Committee or by adding your name to the list being kept by staff at the back of the Committee Room or Council Chambers.

Making a Presentation at a Standing Committee Meeting

If you wish to make a presentation to a Standing Committee, please submit a request in writing to the Regional Clerk, at least two weeks prior to the meeting.

The request should include the subject matter of the presentation, the name of the presenter(s), contact information (e.g. daytime phone, e-mail), and any presentation requirements (e.g. PowerPoint or overheads). You will be contacted to confirm the date and time of your appointment.

Presentations are limited to ten minutes, followed by a question and answer period. However, because Committee meetings are generally less formal, and the agendas shorter, than Council, there are opportunities for more in-depth discussion. Presenters are asked to bring 25 copies if they have handouts for committee.
