Corporate Services
Administration
The Commissioner of Corporate Services is the principal policy advisor
to Regional Council for fiscal, financial, information systems and
accounting matters. He is a member of the Regional Senior Management
Team (CMT) and directs the activities of the Corporate Services
Department.
Support staff in this division provide administrative support to
the Commissioner's office and four divisions within the department through
the following services:

- Records management
- Departmental policies and procedures

Services Provided by Policy & Development
- Manage the Regional Municipality of Niagara's investment portfolio and
trust fund portfolio
- Prepare and analyse cash budgets, forecasts and management reports on the
actual and projected cash position of the Region
- Interpret and analyse effects of Provincial legislation on assessment and
tax policy in Niagara
- Co-ordinate Niagara's credit rating reviews
- Determine the Regional Municipality of Niagara's annual wholesale sewer
and water rates recommended to Regional Council
- Analyse budgeted figures, previous years flows and projected flows and
adjust borrowings to minimize need for debenturing
- Use applicable current economic, financial and political data to perform
requested ad hoc analysis
- Address Policy issues relating to Regional Development Fees
- Co-ordinate issuance and subsequent payment of municipal debt on behalf
of the Region and twelve area municipalities
- Manage Corporate and Departmental Projects related to Performance Measurement
Benchmarking and Process Improvement
- Provide research and analysis for special projects on an ad hoc basis
- Administer Niagara's Development charges By-law
