Provide Feedback on Development Charges Policy

Niagara Region is reviewing its development charges policies and is looking for your input into this process by June 15, 2010. Your feedback can help shape development charges policy and support efforts to ensure that the policy objectives are aligned with long range planning goals.

The Region wants your feedback on the following questions:

  • What rationale will be applied for who pays for infrastructure in the Urban Area?
  • What will the Region pay for and on what basis?
  • Should Development Charges represent a buy-in to the servicing system?
  • On what basis should exemptions to Development Charges be applied?

The desired outcomes of this review are:

  • Establish Council's linkage between:
    • Growth Planning (Niagara 2031)
    • Growth Related Infrastructure (Master Plans for Transportation; Water/Wastewater)
    • Implementation (Development Approvals)
  • Establish Council's priorities for municipal investment from taxes and/or rates to support growth.
  • Establish a multi-year financial plan.

The Niagara Region Growth Related Infrastructure with additional information is included for your reference. A discussion paper on this topic can be made available to you if requested.

Regional staff will review and summarize the feedback and bring forward updates to policy that can be incorporated into the Development Charges By-law.

Development Charges Discussion Workshop Results

On May 7, 2010, 33 people participated in a three-hour workshop to discuss possible changes to Niagara's Regional Development Charges.
